This report explores the state-building, stabilization and counterterrorism efforts performed by outside stakeholders in the southern and central parts of Somalia since 2001. More specifically, the text's author analyzes the roles played by international and regional actors within the country, which have centered on direct and indirect military aid, humanitarian and development assistance, and the three initiatives already mentioned. (Note: The international stakeholders that are scrutinized are the US, UK and EU, while the regional ones are Ethiopia and Kenya.) By filtering his analysis through peacebuilding lenses, the author ultimately concludes that the attempts to create a functioning state have yielded largely negative results, and that his recommendations should be applied in the future.
