This report 1) takes stock of the counterterrorism, stabilization and statebuilding efforts presently underway in Yemen, and 2) provides alternative, facts-based recommendations on how to accomplish them more effectively. The text's author begins by exploring the conflict dynamics that have marred Yemen’s recent history, including their causes. He then discusses the roles played by outside powers within the country over the last 15 years, with a special emphasis on Saudi Arabia, the US and UK. Finally, the author recommends ways to avoid the current pitfalls of those trying to help this troubled state.
