This brief contemplates why post-2011 Egypt drifted away from democracy and became what is now popularly regarded as a police state. It specifically looks at 1) why the Mubarak regime fell; 2) the dubious role played by the Supreme Council of Armed Forces (SCAF) in the political transition that followed; and 3) the subsequent battle between the Muslim Brotherhood and the army-led ‘Deep State’.
