This paper looks at the energy- and climate-related preparations and negotiations that led up to the Paris climate summit in 2015 (COP21). The text’s author particularly looks at 1) the COP21-related activities of the United States, China, India and the European Union, and 2) the building blocks of the Paris Agreement, which the text’s author believes provides an effective framework for future action by Germany and the EU.
