This paper explains the rationale behind China’s foreign policy under Xi Jinping. More specifically, the paper's author explores 1) Beijing’s proactive diplomacy and activities on its periphery; 2) its belief in the need for a new type of international relations system; and 3) the domestic roots of these actual and desired changes, which aim to safeguard the ‘legitimacy’ of the Communist Party.
