This brief takes stock of India’s 2016-2017 defense budget, which includes significant increases in salary and pension costs. The brief's author specifically discusses 1) how these costs are preventing needed investments in force modernization, and 2) what defense leaders can do to limit their personnel budget, facilitate modernization and preserve a suitable tooth-to-tail ratio in India’s armed forces.
