This report explores how trade network transparency could be leveraged more effectively to thwart weapons proliferation. Indeed, most security programs have historically focused on ensuring a proper chain of custody – that is, the physical protection and integrity of goods at various stages of their life cycle, such as during transport on a container vessel – in order to prevent unwanted weapons proliferation. This report's author, however, believes that the shared public-private leveraging of trade network transparency at both the domestic and international levels could make today's counter-proliferation efforts more comprehensive.
