This commentary looks at the pending construction of military bases by China and Saudi Arabia in Djibouti. Its authors believe that neither the timing nor the confluence of these projects is coincidental, especially given America's diminishing military footprint in the region. The particular topics discussed include 1) the changing role Djibouti is playing in American, Chinese, and Arab security policy; 2) the potential conflicts as well as opportunities that may arise from this shift; and 3) some of the steps America might take to prepare for the latter developments.
