This commentary spells out what the February 2016 International Fleet Review tells us about the state of international naval cooperation and India’s naval aspirations. In one sense, the Review was important because it gave New Delhi the opportunity to claim that its naval forces were finally recovering from a "troubled period" which saw their Chinese counterparts overtake them in key areas of naval power.
