This commentary outlines 1) why Japan may increasingly have to rely on unmanned systems for its national defense, and 2) the five organizational and operational issues the country will face if it implements this option. The reasons for possibly taking this tack are indeed familiar enough -- i.e., a declining working age population, limited defense budgets, and the spiraling costs of manned military systems.
