This report looks at regional insecurity in Africa and how the continent's states, both collectively and individually, are responding to the challenge. It then takes the measure of ECOWAS’ peace and security-related capabilities, as illustrated by its past operations in Guinea-Bissau, Mali and Burkina Faso. Finally, the report considers what institutional reforms ECOWAS should pursue in order to ensure peace and security in West Africa.
