This report argues that the scale and complexity of the global drug trade, transnational organized crime, cyber-insecurity, and the proliferation of WMD require us to jettison traditional methods of prevention. One option is to create "a new consortium of overlapping public and private interests" that manages to align social values with corporate goals. As this report demonstrates, this type of cooperation could occur in the cases of 1) border security, 2) voluntary standards for nuclear power, and 3) information sharing.
