This analysis reviews and compares the transitions toward a low-carbon economy in the United Kingdom, United States, Germany and Denmark, with a particular focus on the de-carbonization of the electricity sector. The text ultimately concludes that public opinion on climate change is not the primary force behind effective energy policies. Instead, it is a combination of the right pricing structures, political will, and “enabling community ownership” of renewables development.
