This paper analyzes 1) the terrorist attacks that have occurred in Europe between November 2015 and September 2016; 2) the threats posed by foreign fighters who are returning to the continent from Syria, Iraq and elsewhere; 3) the attempts being made by the EU and Germany to improve their counterterrorism operations; and 4) the Nine-Point Security Plan laid out by Chancellor Angela Merkel on 28 July 2016.
