This paper studies the dynamics of the post-war administration of Kosovo by the international community and identifies key successes and failures of the UN Mission there. In the first section, the authors concentrate on Kosovo's history. This is followed by an examination of the performance of three security agencies: the international military force led by NATO, the international civilian police and the local police. The authors then analyze inter-ethnic relations after the war. Finally, the paper looks at the divided city of Mitrovica as a case study, testing the saliency of international engagement at the local level of administration.
