This report documents criticism several NGOs expressed with regard to the framework agreement approved by the members of the World Trade Organization (WTO) in 2004. The so-called "July Package," which serves as the basis for negotiations in the framework of the Doha Development Agenda, was hailed by the WTO and some member states, while NGOs said it did not include substantial changes in favor of the poor. NGOs particularly criticized that there was no commitment to clear end dates for the elimination of agricultural export subsidies.
