This report assesses the outcomes of a 2005 NGOs and civil society meeting on global democracy in Montreal, Canada. The author identifies the challenges confronting civil society and global democracy, as well as potential strategies for overcoming them. She discusses topics ranging from the democratic deficit affecting the international and multilateral systems to the need to increase the democratic participation of citizens.
