This paper examines 1) the August 2017 attacks carried out by the Arakan Rohingya Salvation Army (ARSA) militant group in Myanmar; 2) the response of Myanmar’s military to these attacks; and 3) how this response has led to a humanitarian catastrophe in the form of the flight of over 624,000 Rohingya Muslims from Myanmar to Bangladesh. The authors also provide recommendations on how the international community should respond to this crisis, including that it should 1) impose targeted sanctions against the Myanmar government; and 2) continue to provide humanitarian support for Rohingya refugees and resist pressure to disengage from the country.
