This analysis 1) outlines the sources of illicit arms flows in Ukraine and the status of government measures to counter the problem; 2) the trafficking routes used to smuggle weapons; and 3) key indicators of illicit arms flows in the period 2010-2016. One systemic problem, among others, is that Ukraine still has no overarching law that regulates the manufacture, purchase and possession of firearms, and no central state register that identifies who owns what.
