This paper proposes an interim development plan for Southeastern Europe and suggests a customs union and regional Schengen scheme between the European Union and the Southeastern European countries. The author argues that there is every reason to consolidate the positive developments with further initiatives of strategic importance to the region. The paper explores the possibilities of enlargening the existing customs union of the EU to include all of the countries of the Western Balkans plus Turkey, as well as to establish a Southeastern European Schengen agreement for the free movement of people.
