This policy brief provides an overview of the magnitude and importance of food aid as a development tool. The author examines whether efficiency problems are intrinsic to food aid, or whether they arise from donor-country policies that tend to misuse food aid. The paper details how in some cases donor countries misue food aid in order to support domestic farm prices, to promote commercial agricultural exports, to maintain a viable maritime industry, or to advance geostrategic aims.
