This paper investigates whether the implementation of the EU Constitution would make any difference compared to the political status quo. The authors examine institutional aspects of the EU and discuss the general political performance of the European Union. The authors also analyze whether the constitutional provisions would have changed the Union’s efficiency decisively for the better. In the second part, the issue is put into a broader context, analyzing especially the constitution’s symbolic importance and its implications for the balance of power between the EU institutions.
