This paper explains how and why the EU will fall short of reaching its goal of making the European Union the most competitive economy by 2010. The author examines the link between skills and employment in the EU and states that the key problem in terms of employment stems largely from the insufficient skill levels of its population, rather than the structure of its labor markets. The paper finds that investing more in improving the skills of the EU’s population would have a direct impact on the general employment rates.
