This paper argues that popular discontent is growing in Uganda over President President Museveni’s apparent desire to remain in power while governance, economic performance and security is deteriorating in the country. While Uganda is not at risk of renewed civil war, the authors contend that the current situation could lead to a political crisis, which may threaten the country’s hard-won stability. As a result, the report provides recommendations on what reforms Uganda should adopt in response, including that the government should 1) hold a national dialogue over presidential succession; 2) reform the country’s partisan police force; 3) stop postponing local elections, and more.
