This paper explores the political utility of the EU's European Neighborhood Policy (ENP). The author describes the ENP as a virtuous circle and characterizes the neighborhood policy as one based on shared values and enlightened self-interest. The paper argues that by increasing the prosperity, stability and security of the EU's neighbors, and by projecting the EU's prosperity, stability and security beyond its borders, the EU can increase its own.
