This paper discusses the issue of collective security and the UN after the Cold War. The author argues that nationalism is a stronger and more determined political force than supranationalism, and there is little or no chance that such a state of affairs will be substantially altered in the future. The paper concludes that the policies of the United States should firmly insist on the right of self-defense and reject the model of armed forces under UN control.
