This paper examines NATO's struggle with adapting to the post-Cold War world and a new security environment. The author discusses several NATO programs, such as PfP, and assesses their future development. Also examined is the prospect of enlarging the alliance by admitting additional countries as members. The paper concludes that NATO must provide a valid rationale for states to be kept in, through a workable program of equitably shared roles, risks and responsibilities without wasteful duplication or competition.
