This paper contains the report of a study group assessing the US International Military and Training (IMET) program. The author describes the study group's framework for analyisis and presents the results of its assessment of the program's effectivness. The paper concludes that IMET is one of the few foreign aid initiatives that Congress continues to consider relevant, useful and worthy of funding.
