This paper examines the early history of US-Ukraine relations over the issue of nuclear weapons. It presents both the history of the two year period from 1992 to 1994, and analyzes the outcome of the bilateral relationship. The author's goal is to establish a framework of the period from which scholars can further proceed. The paper concludes that Ukraine fulfilled its pledge to become a non-nuclear state and hence significantly contributed to nuclear non-proliferation and regional stability in Eastern Europe.
