This paper discusses the impact of the revolution in military affairs (RMA) on the United States and its allies. The author details how the RMA is a US concept that frames the debate about the restructure of US military forces in the period of globalization. The paper argues that for regional partners of the United States, the RMA issue is part of a much broader challenge of organizational redesign and innovation within domestic societies and regional frameworks. The author describes how different US allies have handled RMA. The paper concludes that there is a clear technology gap between the armed forces in the United States and Europe.
