This paper examines the white paper on a European Communication policy in which the European Commission promises a new approach. The policy is meant to narrow the communication gap looming between the European Union and its citizens and to map a way toward the development of a European public sphere. The paper evaluates the proposals presented in the white paper and suggests measures for having a more tangible and long-term effect than its many predecessors.
