This policy brief examines monitoring, reporting and verification (MRV) strategies of the European Union Emissions Trading System, the US Environmental Protection Agency's SO2 and NOx trading programs, and the new Dutch NOx trading system. This paper also compares regulatory cultures and MRV models in the EU and the US and highlights key challenges to achieve high levels of compliance. In the end the paper discusses ways to move toward a common emission trading strategy.
