This report focuses on developments in the Niger Delta since the end of military rule in 1999. It examines the overlap between the militant Niger Delta cause and criminal and political motives, and identifies the steps required to defuse the conflict. The authors emphasize that resolving the crisis requires serious and sustainable reforms with visible benefits to the local population, as well as a strong commitment of the federal government and the corporate stakeholders to fair and transparent oil operation.
