This policy brief attempts to survey the wide range of groups and individuals likely to possess weapons in the aftermath of armed conflict, besides armed forces and organized armed groups. It examines the challenges posed by these weapons in peacebuilding and violence prevention efforts, and puts forth a number of standards and good practices that could be adopted in this regard.
