This publication reflects on whether creating a European Security Council (ESC), as suggested by the German government, would improve the EU´s decision-making processes dealing with foreign and security policy. More specifically, it examines 1) whether an ESC could eliminate prevailing shortcomings in EU security and foreign policy; 2) how such a council could be integrated into the EU’s institutional structure; 3) how the creation of the ESC would influence Europe’s representation in and relationship with the UN Security Council, and more.
