This publication draws parallels between the China’s support for Huawei since its formation in 1987 and Germany’s early twentieth century policy to cultivate a ‘national champion’ in communications called Telefunken. The text’s author contends that Huawei and Telefunken both benefited from guaranteed government orders for their hardware, protected domestic markets, long-term backing from national financial institutions, and diplomatic support for overseas expansion. He also highlights how the development of communications technology follows a strategic logic for a rising power – allowing it to escape dependence on the outside world, build capabilities with potential military applications, and develop geostrategic influence in key regions.
