This policy brief outlines the EU communications policy and its deficits, and proposes measures for improvements. The paper states that some of the communication problems are the result of a deeply ingrained technocratic modes of governance, which require more than the Constitutional Treaty to change for good. Among the proposals presented by the authors are personalizing, decentralizing and targeting communications to include the regional levels, mass media and also universities.
