This paper discusses the changes of voting procedures proposed by the EU Constitutional Treaty for the Council of Ministers. It evaluates the implications of three sets of voting rules that will govern Council decision-making in the years to come. The paper describes the voting rules and evaluates their impact on members' power and EU ability to act. It concludes by stating that the most pressing task facing EU leaders is not to get the Constitutional Treaty ratified, but rather to fix the Nice rules without a treaty change.
