This policy brief uses voting game theory to show how various modified voting rules may solve the EU voting reform dilemma. Possible solutions are (i) to change double-majority thresholds from 60 percent of population and 50 percent of membership to 60 percent and 60 percent and (ii) a stay with the Nice Treaty’s triple majority voting system, modestly lowering two of the three majority thresholds to maintain efficiency without further shifting power to big nations.
