This paper sheds light on Russia’s information security doctrine; its aggressive, state-sanctioned pursuit of influence operations; and the cyber-security gaps it deliberately exploits. In response to these problems, Western governments should apply new preventive and reactive measures while also working more closely with commercial entities.
