This paper discusses ways of enhancing the EU's effectiveness and impact as an international actor. Among other things, it proposes to clarify the arguments pressing for a significant EU military capability, to create a commissioner for external affairs position to whom other commissioners would report, to recreate the Political Committee, composed of political directors, to create a Council of Defense Ministers and to create an EU Security Council.
