This paper discusses a draft agreement on the constitutional system that would regulate the distribution of competencies between Moldova and Transdniestria. The paper draws attention to the weaknesses of the agreement that defines the Republic of Moldova as a federal state, namely the long list of joint competencies and the unclear definition of the federation. Attached is an unofficial translation of the draft agreement between the Republic of Moldova and Transdniestria, with the Russian Federation, Ukraine and the OSCE as guarantors.
