This paper outlines the Pankisi Gorge problem and analyzes the weakness of the Georgian armed forces and the motives and details of US-Georgian security assistance. It further outlines the Russian response to the enhanced US involvement. The final section of the paper analyzes EU policies in Georgia in the framework of its anti-terrorism agenda and its cooperation with the OSCE in Georgia. The paper concludes by identifying the role of the Pankisi issue in the context of EU policies and includes policy recommendations concerning future EU policies toward Georgia.
