This paper discusses the EU Common Agricultural Policy in the light of EU enlargement and suggests that a reform of EU direct agricultural payments is necessary. The author explains that reducing the budget costs of compensation payments can be done either by limiting payments over time, limiting the amount per farm or linking the payments to the size of the farm, or having payments co-financed by the member states.
