This paper argues that the enlargement process of the European Union is teleology-driven. The European Union crafted certain programs and institutions, a set of budgetary, farm and systemic reforms, targeting the preparation for EU enlargement. This paper focuses on some of the challenges that enlargement has brought about such as migration, security and issues of identity.
