This paper analyzes EU relations with Russia and gives an overview of the strategic documents pertaining to EU-Russia JHA cooperation. It argues that the relationship is rather asymmetric and presents the Kaliningrad "puzzle" as a case study to illustrate the asymmetry of the EU-Russia relations. It concludes by stating that the EU and Russia should intensify their dialogue on JHA cooperation and should take into account the experience of other non-Schengen European states.
