This paper identifies problems in the EU-Russia relationship, particularly with regard to Kaliningrad. Firstly, there are issues arising from the enlargement process; namely the movement of goods and people between Kaliningrad and the rest of Russia. Other issues include visa regime, energy supply of the region, trans-border cooperation and fisheries. Secondly, there are issues related to the internal situation in Kaliningrad. The paper concludes by stating that the development of EU-Russia relations will depend on the goodwill of both partners.
