This paper critically assesses the recommendations for economic growth by the Sapir report. The author explains how the Sapir reports is a survey of issues related to European growth, or lack of it. This paper criticizes that the focus of the recommendations are entirely on the EU level and that national growth strategy analyses are lacking.
