This paper discusses stability pacts as instruments of regional stabilization. It argues that they are a sub-set of regional actions, mostly conducted by the EU, which critically involve conflict resolution or prevention. It analyzes in detail the already existing Stability Pact for Southeastern Europe and outlines a likely pact for the Caucasus. It concludes by stating that the proliferation of regional initiatives for overlapping border regions of the EU, including Stability Pacts, calls for a clarification of the EU policy towards the wider Europe. Therefore, it proposes a shift on regional multilateralism for all classes of neighbors.
