This report proposes a 21-point action plan for enhancing maritime safety and security in the Malacca and Singapore Straits. It builds on the significant measures already identified at the 2005 Shangri-La Dialogue. The report focuses on maritime safety and security at sea in the Straits themselves, specifically on the need for cooperation between the different stakeholders, national governments, international and regional organizations, and the private sector, and on the measures that might be introduced to ensure maritime safety and security in the Straits. It recommends a comprehensive and integrated approach that brings together institutional arrangements and operational measures for safety, security and marine environmental protection.
